Dans le cadre d'une forte dynamique d'industrialisation et de développement portuaire, AMSCO accompagne Kribi Port Industrial Zone (KPIZ) dans la recherche de son futur Chef Du Département Ingénierie Et Travaux.

​I-MISSION PRINCIPALE

Le Chef du Département Ingénierie et Travaux (DIT) est responsable de la conception technique, de la planification et du pilotage opérationnel des travaux d'infrastructures de la Zone Industrielle Intégrée du Port de Kribi (ZIIPK). Il garantit la conception, la réalisation et la réception des infrastructures, dans le respect des normes techniques, des exigences environnementales et sociales, des délais contractuels et des budgets approuvés.

Rattaché au Directeur des Aménagements, la fonction assure la maîtrise technique et opérationnelle des projets d'infrastructures (VRD, réseaux, bâtiments, drainage, énergie, eau, télécommunications, etc.) et s'exerce dans un environnement de projets structurant, potentiellement financés par des bailleurs internationaux, impliquant des exigences élevées en matière de conformité, de traçabilité et de performance.

II- RESPONSABILITES

​1. Conception et études techniques

• Superviser l'élaboration des études techniques (APS, APD, DCE).
• Valider les choix techniques et assurer leur cohérence avec le Master Plan.
• Coordonner les bureaux d'études et les consultants techniques.
• Veiller à l'intégration des exigences environnementales et sociales en lien avec la Cellule Environnementale & Sociale.

​2. Planification et pilotage des travaux

• Élaborer les plannings détaillés d'exécution.
• Piloter les entreprises et les maîtres d'œuvre.
• Suivre l'avancement physique et financier des chantiers.
• Assurer le respect des coûts, des délais, de la qualité et de la sécurité.
• Mettre en place des tableaux de bord de suivi des chantiers.

​3. Interface marchés et conformité

• Contribuer à la définition des besoins techniques dans les dossiers d'appel d'offres, en coordination avec la Cellule Marchés & Approvisionnements.
• Participer aux commissions techniques d'analyse des offres.
• Assurer le suivi technique des contrats de travaux.
• Garantir la traçabilité documentaire des projets, notamment dans le cadre de financements externes
  (la conduite des procédures relève de la Cellule Marchés ; l'interprétation contractuelle relève du Juridique).

​4. Contrôle technique et réception

• Organiser et superviser les contrôles techniques.
• Assurer les réceptions provisoires et définitives.
• Valider les plans de récolement (« as built »).
• Constituer et archiver les dossiers techniques des ouvrages réalisés.

​5. Coordination interne

Travailler en coordination étroite avec:

• la Direction Financière (suivi budgétaire) ;
• la Cellule Environnementale et Sociale (conformité E&S des chantiers) ;
• la Direction Marketing & Commerciale (besoins des investisseurs) ;
• la Cellule Gouvernance & Performance (reporting projets).

​III - PROFIL REQUIS

• Ingénieur (Bac+5) en Génie Civil, Hydraulique, Électrique ou équivalent
• 8 à 10 ans d'expérience en gestion de projets d'infrastructures.
• Expérience en environnement industriel, portuaire ou zone économique spéciale appréciée.
• Expérience sur des projets financés par des bailleurs internationaux constituant un atout.

​IV- COMPÉTENCES CLÉS

• Maîtrise technique multidisciplinaire (VRD, réseaux, infrastructures lourdes).
• Forte capacité de pilotage de chantiers complexes.
• Bonne compréhension des mécanismes contractuels liés aux travaux.

As part of supporting delivery of complex, high-standard infrastructure projects, AMSCO is supporting Kribi Port Industrial Zone (KPIZ) in the recruitment of its future Head of Engineering and Works Department.

POSITION OVERVIEW

The Head of the Engineering and Works Department is responsible for the technical design, planning, and operational management of infrastructure works within the Kribi Port Integrated Industrial Zone (ZIIPK). In this capacity, the role ensures the design, execution, and acceptance of infrastructure projects in full compliance with technical standards, environmental and social requirements, contractual timelines, and approved budgets.

Reporting to the Director of Development, the position provides comprehensive technical and operational oversight of infrastructure projects—including roads and utilities, networks, buildings, drainage, energy, water, and telecommunications—and operates within an environment of major structuring projects, potentially financed by international development partners, requiring high standards of compliance, traceability, and performance.

KEY RESPONSIBILITIES

​1. Design & Technical Studies

• Supervise the preparation of technical studies (preliminary design, detailed design, tender documents).
• Validate technical choices and ensure consistency with the Master Plan.
• Coordinate engineering firms and technical consultants.
• Ensure integration of environmental and social requirements in coordination with the Environmental & Social Unit.

​2. Planning and Works Management

• Develop detailed execution schedules.
• Oversee contractors and project managers.
• Monitor physical and financial progress of construction sites.
• Ensure compliance with cost, timeline, quality, and safety requirements.
• Implement dashboards for site monitoring.

​3. Procurement Interface & Compliance

• Contribute to defining technical requirements in tender documents in coordination with the Procurement & Supply Unit.
• Participate in technical bid evaluation committees.
• Monitor works contracts from a technical perspective.
• Ensure documentary traceability of projects, particularly for externally funded projects
  (procurement procedures are handled by the Procurement Unit; contractual interpretation is under the Legal Department).

​4. Technical Control and Acceptance

• Organize and supervise technical inspections.
• Ensure provisional and final acceptance of works.
• Validate as built documentation.
• Compile and archive technical files of completed works.

​5. Internal Coordination

• Work in close coordination with:
• • the Finance Directorate (budget monitoring) ;
  • the Environmental and Social Unit (E&S compliance) ;
  • the Marketing and Commercial Directorate (investor needs) ;
  • the Governance & Performance Unit (project reporting).

REQUIRED PROFILE

• Master's degree (Bac+5 equivalent) in Civil Engineering, Infrastructure Engineering, Hydraulics, or Electrical Engineering.
• 8–10 years of experience in infrastructure project management.
• Proven experience in industrial zones, large-scale infrastructure, or port-related developments.
• Experience with development bank‑funded projects is a strong asset.

KEY COMPETENCIES
